The NC House passed SB 464 Prevent Racial Profiling on Wednesday, July 29, after much debate on the house floor and has gone back to the Senate for concurrence.
The final vote was 95 - 20 with all democrats unanimously voting in favor of the bill. This bill was marketed by the NC ACLU as strengthening the current "driving while black" statute, which is General Statute 114‑10.01 Collection of traffic law enforcement statistics. One of the main provisions of the bill allows the state to withhold grants to law enforcement agencies unless they comply with a reporting provision. Two amendments were attempted that deals with placing children when their parent or other supervising adult is arrested. As a result of changes to the bill, the bill requires concurrence the Senate, where the bill originated, and is on the Senate calendar for Monday, where it is expected to pass.
